For 20 years, Xavier has been facilitating policy reforms, in sustainable development, environment, and most recently in water management. He works with governments, the private sector and civil society organisations to adapt policies to current and future challenges. At the OECD Environment Directorate, Xavier leads a team of dedicated experts, who focus on water economics: how to manage water so it drives sustainable growth and equity. Particularly focusing on economic instruments and financing water services, and infrastructures. He has a genuine interest in urban water management and the diffusion of innovation.
